Updated 15 October 2026. Brent crude traded near $104.4 a barrel on Thursday 15 October, down about $1.63, or 1.5 percent, from Wednesday’s settlement of $106.06 (Trading Economics; OilPrice.com quoted $104.39). The trigger was a Reuters report that Washington is weighing easing sanctions on some “shadow fleet” tankers to bring down record freight rates. Verdict: this is a dip on a proposal, not on new supply. A container ship sank near Hormuz on Wednesday and US crude stocks are falling, so the floor is firm. Reference levels: $98 below, $110 above.

Key facts

  • Spot, 15 October: Brent about $104.43, down 1.54 percent on the day (Trading Economics). WTI about $94.02, after climbing close to $96 on Wednesday (OilPrice.com).
  • Wednesday’s close: Brent rose 37 cents to $106.06 and WTI gained 95 cents to $95.09, a three-week high (Fox Business).
  • Sanctions proposal: the US is considering easing sanctions on some tankers that have carried oil and fuel from Venezuela, Russia and Iran, according to Reuters, citing an unnamed US official. Shippers would have to apply to the US Treasury to use a sanctioned vessel. The plan is still under discussion and nothing has been decided.
  • Hormuz: the Singapore-flagged container ship GFS Pride sank after a projectile strike near the Strait of Hormuz (Fox Business; Trading Economics).
  • Inventories: the American Petroleum Institute reported a US crude draw of 11.1 million barrels last week; official EIA data was still pending at the time of writing (FXEmpire).
  • Macro: US September CPI came in at 3.7 percent year on year, with petrol prices up 9.1 percent in a month (see our CPI report).

Why Brent fell: the tanker squeeze, not the barrels

The proposal targets freight, not supply. Tanker rates hit record highs as attacks in and around Hormuz pushed owners to price war risk into every voyage. Letting shippers use vessels currently under sanctions, after applying to the Treasury, would add hulls to the market and lower the cost of moving crude and fuel from the Gulf. Cheaper freight means a lower delivered price, and that is what traders sold on Thursday morning.

The effect may be smaller than the headline. Energy Aspects, cited by Reuters via OilPrice.com, said most tankers sanctioned over Russian or Venezuelan links have been actively trading over the past three months, so many of the vessels already move oil. FXEmpire senior analyst Muhammad Umair also noted that restrictions from European insurers could limit the impact of any US easing. Neither the scope nor the timing of the plan is known.

Trading Economics also described the drop as profit-taking after a recent rally. Brent closed above $106 on Monday and Wednesday, near the top of its October range.

Why the floor is firm

The supply risk has not gone away. The GFS Pride sank after being hit near the Strait of Hormuz, extending a run of strikes on shipping that began on 10 October (see our earlier Hormuz analysis). Iranian officials told Reuters their forces plan to step up strikes on tankers in the strait, and OilPrice.com reported that tanker transits through Hormuz fell to a two-month low.

Away from Hormuz, Houthi attacks on Saudi Arabia continued, and Russia accused Ukraine of hitting two refineries in breach of an “energy ceasefire” (Trading Economics). Wednesday’s Brent move followed a Houthi missile strike on an Aramco building in Dhahran, covered in yesterday’s Brent analysis. Inventories are also tightening, if the EIA confirms the API’s 11.1-million-barrel draw.

The CPI angle

September’s 3.7 percent inflation print came in above the 3.6 percent consensus, with energy doing most of the work. A hotter print raises the odds of another Fed hike at the 27-28 October meeting, which would firm the dollar and weigh on crude. It also keeps pressure on Washington to bring fuel prices down, which helps explain why the administration is looking at tanker sanctions at all.

Brent price: bull, base and bear

Scenario Brent What has to happen Anchor
Bear $98 Washington confirms the tanker sanctions easing, freight rates fall, the EIA does not confirm the API draw, and Hormuz attacks slow. FXEmpire’s first Brent support at $98, about 6 percent below Thursday’s spot. The 6 October low was $97.06.
Base $102-$108 The proposal stays under discussion, attacks continue at the current pace, and nothing hits Gulf processing or export sites. Brent’s range since early October.
Bull $110 More sinkings that make owners avoid Hormuz, a confirmed large EIA draw, or the sanctions plan stalling. FXEmpire’s first Brent resistance at $110, with $120 above it.

The bear case sits below Thursday’s spot near $104.4. The levels are technical reference points from FXEmpire’s analysis, not price forecasts.

What to watch

  • Treasury details: any formal notice on which vessels qualify and when. Until then, the move is a headline.
  • EIA weekly inventories: whether the official data confirms the API’s 11.1-million-barrel draw.
  • Hormuz: UKMTO notices, transit counts and any further sinkings.
  • Freight rates: a fall in tanker rates would show the proposal already working through expectations.
  • 27-28 October: the next Fed decision.

Quick take: Brent’s drop to about $104.4 prices a cheaper way to move oil, not more oil. The tanker sanctions plan is still a proposal, many of the vessels already trade, and European insurers may blunt it. A ship sank near Hormuz on Wednesday and US stocks are drawing. That supports a $102-$108 range. A confirmed easing and a quiet Gulf open the way to $98. More sinkings or a large EIA draw put $110 back in play.
